I always found that when I use pure <div> tags instead of <table>s it
initially takes longer to do all the CSS work but once all your styles /
structures are set up correctly the rest of the site flys up.. its just
that first stint checking the CSS in all the different browsers that is
the really hair tearing bit. I did my current CV site in pure <div> tags
and its now so easy to add pages / sections without having to rethink
the layout etc .. I just tweak the CSS.

If you're developing a new site that is text-rich (articles etc) or for
a wide viewing base (e.g. desktop browser, handheld PCs, possible
syndication etc) then that's a better reason for using CSS.

If your site is going to be more graphical or with not as much actual
content (by that I mean it's appeal is the functionality provided not
the content) then go for tables - quicker to implement (especially if
you're new to CSS) and without (as many) x-browser stumbling blocks as
using CSS.
