I think it's more likley he wants a plan to get everything back up and running ASPA if the server goes tits up.
Easiest solution, run a cluster so that the other machine is a duplicate and will take over if one fails. Otherwise you need backup options. Backup the sites, IIS metabase, create a coldfusion archive, have another server on hot standby where the above has been restored regularly.
