Neither expected or common. I have refernced missing includes on many occasions but never had this problem. I have had this problem within a server farm though but it tended to be session related in as much as once the session had timed out (20 mins) the missing file was then available. Sorry I can't offer any kind of fix but its sometimes comforting to know you are not alone ;-)
