The "correct" way to go about it would be a signed ActiveX component or Java Applet embedded in the page, where the user can choose to allow the risk, then you can use that component to upload a file on demand.
Perhaps a desktop app is more suitable? e.g. something that runs in the system tray. No idea what you are really trying to do though.
