Chiming in with the official MM response here...

The development server license (the free one) is free but the EULA states
that it is a single machine license. Localhost bound typically.

Now if you actually need a dev server that is accessed by a few different
members of the team, and you don't want to buy an enterprise license for a
dev box, then you can a devnet license that gives you all of the tools
(Dreamweaver etc) but it also gives you a license to install as many dev
boxes as you need but again there is a license restriction... only
developers with devnet licenses are permitted to access the server.

so this is not a huge cost but if you have a huge team, it may not be cost
effective to go down this route.

Third option, is of course to buy and install a full version of the product.

If you place the server on a network's DMZ and all access it through a
firewall I suspect the server will only see one IP address. Never tried, but
seems feasible in theory. However, you might not want such a server outside
the firewall.
