yeah, your browser should always handle it ok, but it's not good practice,
and i think most html validators will spot it. it's not what's causing an
error, but it is 'what is wrong' with his code :-)

bIZARRE!!
Must be one of those (on occasions) bugs because I have used this method
many many times without hitch.
Thanks for the pointer though, I will have to re-assess some coding to
take this into account.

you're correct, a & in a URL is ok. However a & in a link in the HTML
code
is not ok, which is of course what I meant. this page gives a very good
explanation of what was wrong with Paul's code:

Incorrect advice. There is nothing wrong with & in the urls because &
denotes parameter separator. Without seeing the actual error message I
would guess that the variable #form.selected_group# has a bug in it.

modrep_form.cfm?rid=#report_id#&mid=#form.selected_menu#&a
=#form.selected_group#
this isn't a valid URL (you need to encode the & symbols), should look
like:
modrep_form.cfm?rid=#report_id#&mid=#form.selected_menu#&a
=#form.selected_group#
this might clear up your error (i'm guessing it was choking on the &a.
