It
might be the web server caching, or even a caching proxy in between your browser
and the server.
Set
your browser to always get content, delete cache and reboot to be sure to be
sure. Then try again.
I
won't ask these questions though: "Are you sure you're uploading to the correct
folder on the server? Are you sure you're uploading the newer
file?"
