So is CVS like a free cut down version of Source Safe?

Slightly odd question.  What are you trying to do?  Manage files or 
manage changes or manage versions?  Is it a developer tool (ie for 
development purposes) or is it for clients to be able to do this or what?

Basically, if you want something free and simple (to use, not setup) use 
CVS with a TortoiseCVS client.  Either that or use a Subversion 
repository (like CVS) with TortoiseSVN.  Both are good for development 
purposes.

If you are looking for something that clients can use... WHOLE different 
ballgame!
