A. From the help file in Excel 2000...

Note   Background patterns do not print and are not retained in individual worksheets or items that you save as Web pages. However, if you publish an entire workbook as a Web page, the background is retained.

B. If you want a very simple border then shade the cells around the edges but
even shading won't print if you have Page Select...Sheet...Black and White checked.

Yeah I looked through all that and eventually found that MS excel can't
print backgrounds. According to its help file anyway.
