cflocation changes the response header to cause a browser redirect. Headers come 
before content, so the script is never reached because the browser redirects.

Instead of cflocation, maybe use:

   window.navigate('default.cfm');
</script>
<noscript>
   Sorry you are unauthorised to access this area. 
   Click <a href="default.cfm">here</a>.
</noscript>
