In the CFADMIN, set the DSN to NOT maintain connections, this may help you,
altho it is not that reliable, and does still create lockfiles sometimes,
but u may find that u can delete them.

U can release a connection by running a query that selects form s
nonexistant table, but as soon as someone else access the db, the lockfile
gets created again
