Check where the frameset is getting the files from. Is it loading the files directly from your local hard drive.
E.g. Src="file://c:/inetpub/wwwroot/filename.cfm" Instead of form the webserver, as this would of course mean that the coldfusion is not being processed and the code would just be displayed.
