A lot of hosts just leave all tags enabled. Which means that any SLA, uptime guarantee isn't worth much because your whole site could get hacked, deleted, your code and database files copied, the server could be crashed etc. Clients can either have one option or the other. The freedom to do anything they like and suffer the consequences, or have a more secure environment and work around the restrictions. If you go to a host that lets you do anything, use any tag, then you cannot really complain about downtime, as that's what happens. But I'm sure if another customer did copy your database, email all your clients and deface your web site, you would complain and blame the host even though they gave you exactly what you wanted.
