While what you say is obviously true, the templates Stijn is referring
to are not on a per-user base (yet), so whatever you add to them is
available for everyone. It therefore currently makes mre sense to
restrict it untill the additional feature of per user / group templates
has been implemented.

In 1.8, we have this feature enabled by teacher. It is important to
consider all the major use cases. For example, in the case of the free
campus, teachers should not be forced to follow a common administrator
decisions. They should be able to define their own templates. There are
other cases where an institution relies on their teachers to generate
templating documents.
The rule of thumb to gain maximum flexibility is to define a permission
for that or a setting that says "Allow teachers to define their own
templates".
That's a logic that's been quite successful in terms of flexibility in
1.8: always give the right to the admin, then let the admin decide if
others can manage that feature too.
