Steps to reproduce:
1. Run compiz on an i915 running dual screens, a 1024x768 panel logically atop
(!) a 1280x1024 external monitor.
2. Start roxterm on the laptop panel (which has a single Gnome panel at the
top), maximize it.
3. Switch focus away from it and back to it
4. Open a new tab.
What happens:
5. roxterm jumps to the external monitor
What was expected:
5. Nothing happens.
