Might be worth notifying the accessibility team and Chris Townsend. I
remember I saw some recent changes on mouse-wheel passive grabs going
through the merge queue
(http://bazaar.launchpad.net/~compiz-team/compiz/0.9.12/revision/3875).
That may have broken it.
