Hi,

There are two known scenario this can happen,

  1.  High rate of new flow setup.
  2.  Bug 1423848

When the error happens, there will be flows in vrouter in "HOLD" state. There 
is an audit procedure in vrouter-agent which runs periodically and cleans the 
entries in HOLD state. The audit runs at a slow rate and can take upto 1hr to 
delete entries in HOLD state.

Please let us know if you see,

  1.  Flows that are struck in HOLD state for more than an hour
  2.  Flows are not setup and you see "Flow Unsable" errors increasing in 
command "dropstats".
