The time has (finally) come to add ubuntu14 systest jobs as required/voting
jobs in Open Contrail CI. Over the weekend, these new systest jobs will be 
added:

ubuntu14-icehouse
ubuntu14-juno
centos71-juno

The ubuntu14 jobs are the same as current ubuntu12-icehouse jobs in that they 
will run
ci_sanity and sanity_wip test runs, and 'tempest' tests for contrail-controller
diff's.

The centos71-juno is the same as redhat70-icehouse job in that packages are
installed on a test/subslave VM and rebooted, but no additional tests are run.

Similarly, the ubuntu14 unit-test job is being added, and will become "must 
pass" CI 
jobs very soon, probably first few days of next week. 

We will continue to run the redhat70 and ubuntu12 systest jobs, but these jobs 
may
be retired in the near future. 

Likewise, the existing ubuntu12 unit-test job will remain for a short period, 
but it
will definitely be retired once everything has settled.

We expect there to be some minor glitches and a slightly higher failure rate of 
CI
jobs as we make this transition.
