To the best of my understanding vrouter today by default is control plane
driven ... just like all properly designed routers in the market today.

That means that concept of "megaflows" invented to fix cache based OVS with
OF just does not apply as all tenant routes (and labels) reg​ardless if
needed or not are pushed to the vrouter data plane ahead of time.

The only exception as I recall looking at it year or so ago was some more
complex policies where the first packet needs to hit the agent to do the
policy lookup then subsequent packets in the flow go directly via a vrouter
data plane. That with some effort could be optimized by adding a compiler
to process policy and push it to the FIB ahead of time as well.

Now with all of that said since vrouter's DPDK implementation is available
it may or may not be that much too relevant any more as both vrouter and
agent would sit now in user space.
