I am not aware of a way to decode MPLSoUDP currently.
MPLSoUDP is defined in https://tools.ietf.org/html/rfc7510.

Still is there a way to see MPLS labels and inner headers (vm traffic ) on 
tcpdump.

Is mpls over UDP same as MPLS over IP (RFC 4023)
