There are 3 tracks. 1 Governance will be offsite. No KC registration is 
required, OC registration is required (we need to know how big of a room to 
get) 
User track will be offsite. No KC registration is required, OC registration is 
required (we need to know how much food and beer to buy)
Tech track. Not clear yet. If they are offsite. No KC registration is required. 
But it will inconvenience KC attendies to get to a separate event. If we get a 
room from CNCF then for practical security reasons KC registration is required. 
If there is a significant number of people who are just coming for OC and are 
not attending KC we will set up separate event close by to avoid folks having 
to purchase KC pass.
