Moreover, I get -2 for Zuul as specs sent has no Bug-Id.
If I recall correctly, there was no Bug-Id requirement for blueprints,
and the guidelines don't mention it either.
Is it safe to ignore this -2 or should I create a stub bug report in the
Launchpad?
