XML_RPC_API was for bad parameters (e.g. it should be a flag -1 or -2, and you sent -7). But to be honest, I think the ACTION, INTERNAL and XML_RPC_API values are not clearly defined in the code, and there is a bit of overlap in their use. I would simplify things and consider them the same error. I guess that's why they are still documented with FIXME....
