Ive tried both of the following - and get the same error:
yum-config-manager --add-repo
https://rpms.svc.ci.openshift.org/openshift-origin-v3.11.repo && yum update
yum-config-manager --add-repo
https://rpms.svc.ci.openshift.org/openshift-origin-v3.11/ && yum update
