Well, given that the BBB (armv7) is the only ARM device (to my
knowledge) not requireing nonfree blobs, it seems that armv7 is the
only thing.


May I suggest targeting armv4, as according to some websites, they think compiling for this architecture will work all the way through versions 4,5,6,7.

As previously mentioned on this list, there are AllWinner devices that should be able to run without blobs (eg. the olinuxino-lime).
