i can not say for certain but i assume that is one reason - also it is surely much simpler to clone the image in one command and be done with it - i think wase of use was the prime concern[1] - but there is nothing preventing one from manually partitioning and doing a chroot install the hard way if that is desired for more advanced users but still, you keep using the word "installer" - what you are describing is not an installer - it sounds like what you are describing is a bootable "live" environment - that is not the same as an installer - an installer is a standalone executable or set of scripts that install the system automatically without typing any commands manually - you could have such an installer with or without any live bootable system - the parabola ARM image does not have an installer [1]: https://labs.parabola.nu/issues/1627
