Knowing such programming languages is required to fix bugs inside the software being packaged, or to port forward some of the patches made by the distribution, however people doing packages does not always need to do that in the software they try to package. In that case it's best to either try to get some help or try to package another software. This is not uncommon: in most free and open source projects, many contributors are not able to do everything, to fix every bug, or to understand all the source code. Denis.
