Our plan is explained in https://blogs.rdoproject.org/2020/02/migration-paths-for-rdo-from-centos-7-to-8/ and it does not include Stein. Note that Stein is one year old and in maintenance phase so changes required might not be possible to push to the stable/stein branches. So first step would be to explain why Stein instead of Ussuri or Train?
