a first step would be to add a wiki page (sth like
wiki:PluginRepository/Encryption) and make this wiki page writeable to
all users. from what i can see, editing pages is open to everyone, while
creating new pages is restricted to some users.

yes, i guess that would make sense. but i'm not sure about a common
codebase for all encryption methods. i didn't use s/mime etc. yet, but i
guess that their key management is too different from gnupg to write an
abstract layer. but maybe others who have more experiences with s/mime
could comment on that.
