Alec already did most of the basic work. I'm not sure about the current state of the plugin, but I'm sure that Alec and Thomas will accept well crafted patches for it. I suggest, that you read the development documentation at the roundcube wiki [2] and take a look at the encryption plugin wiki page [3].
