This is intentional. The list need to be focused somehow before you can use keyboard. Also to move up/down you need a starting point, right? It's selected message. The focus-thing here is important, because if focus is on preview pane user should be able to e.g. use arrow keys to scroll the message content. Having a key to jump between folders list, messages list and preview pane would be nice. Then, maybe jump to messages list should select first message on the list.
