FYI, Gitlab supports comment-via-email for Issues and presumably MRs as well.
However, it isn't possible to turn the feature on for hosted instances. There is
an issue tracking that capability:

Hi Bryan,

We are currently unable to implement this manually as custom configuration 
options are overwritten on reconfigure. 

There's a feature request @ 
which we are using to track the progress to add reply-by-email support.

Hi, I'm curious if there is support for commenting on issues via email
(say, by replying to the notification email). It does not seem to be
functional on our instance at, but I do not know if
that is due to missing features or missing configuration.
