This message doesn't mean the IP is actually installed on an interface. It's logged when the IP is assigned to the IKE_SA object. If the setting above is enabled, and the IP is actually installed, the kernel-netlink plugin would log this event with log level 2 in the KNL subsystem (with a message like "[KNL] virtual IP ... installed on ...").
