If 99% of all manifests are the same, why do we need them at all? This
simply should be the default. Indeed, why should I add this file to all
my packages:
$ cat packaging/my_package.manifest
<manifest>
<request>
<domain name="_"/>
</request>
</manifest>
if this is the same for nearly all the packages?
