I'll look into the design. Basically feature and privilege are different concepts. So there is no reason each privilege should be tightly correlated with a wrt-plugin, that is, a feature.

You can use http://tizen.org/privilege/setting privilege for setting locale too. The privilege is a concept that application developers are facing and should be easily conceptually understandable. I can't understand why only the locale setting should have a separate privilege. As I mentioned before, the privilege is a part of API and should be reviewed in the context of API. You know the API review process has already been shared with the list.
