If you see towards left side of tizen main wiki page https://wiki.tizen.org/wiki/Main_Page you will see a link to Upload File. You can upload PDF into your account and then link it to page using following [[File:File.pdf]] to use the full version of the file.
Just try to see how it goes with readability. IMHO, Wikitext version of document would be much better than PDF itself. It will be easy for all to update regularly. in PDF version it is not possible to update and soon such document will become obsolete.
