In my point of view, the best way is to file a bug for this,
we agree there is no needs to have two differents resolv.conf.

I thinks the resov.conf installed by net-config is useless in IVI profile
at least(there is no OSP support).
net-config manages the network by using connman dbus interface and
maintains the status of network in vconf tables.
As Auke  already said, connman manages this file.

Furthermore, There is no reference to this file into net-config package and
wrt-plugins*.

As I know,net-config is at least directly linked to the DOWNLOAD WRT API.
(That based on the status of the network in the vconf tables).
I thinks it also linked to Native API ( for OSP application)

There are two possible impacts:
- on  WRT APP
- on OSP APP.

For WRT Application, I tested Download API without this file there is no
impact, it works without it.

For the second part, we need to take care about the OSP applications that
might use this file through native API. We need to not break them.

So file a bug is the best idea for me.
