Yes, you can use TZ_SYS_RO_APPS directly, as I suppose it's for a
preinstalled app available for all users.
But the chown call won't work. Instead, use chgrp: something like:
chgrp -R %TZ_SYS_USER_GROUP %TZ_SYS_RO_APPS/%{name}/data
