Tried putting in GBS-ROOT/local/repos/tizen2.2/armv7l/RPMS as well as 
<Tizen_Src>/pre-built/toolchain-arm. But getting the same error.
Any inputs in resolving this really appreciated. Is there a way to create Tizen 
image without connecting to Internet?

In order to create an image offline, you'd need to download full repo (in your 
case [1]) contents to your harddrive and
have a 'repo' entry for that directory in the .ks.
