ppl has been replaced to isl since gcc 4.8 in Tizen as well.
It has been keeping to avoid build error when dependent repository project uses old gcc version because it has runtime dependency with old gcc version.
We can remove ppl package in the OBS if both the IVI project and it's dependent repository project are used gcc 4.8 which is I think the current status.
But it need to be full build test to confirm it.

Yes,
ppl doesn't need a review but a full rebase on upstream package.
(cleaner than a big archive patch).
That must be done by the maintainer (I don't know him/her).
Putting my work into a sandbox will help the maintainer job (I hope).
