IVI-3.0.m14.2 is the mailstone release. It was made back in July. The right url for it is this: https://download.tizen.org/releases/milestone/tizen/ivi-3.0.m14.2/latest/
If you need fresher content you may consider using latest daily IVI release: https://download.tizen.org/releases/daily/tizen/ivi/latest/ Arm repository is included in every IVI release, e.g. https://download.tizen.org/releases/milestone/tizen/ivi-3.0.m14.2/latest/repos/arm/ for latest milestone release and https://download.tizen.org/releases/daily/tizen/ivi/latest/repos/arm/ for the latest daily release. As I know, I can use "gbs crateimage" or "mic" to create a Tizen image, and especially, gbs requires to specify the url of the Tizen repository in gbs.conf file.
