BTW, relaying on dbus or other deamon running during image creation is even harder for Yocto image builder, which is used in Yocto on Tizen project. Unlike mic Yocto imager doesn’t even chroot to the image. It install packages into directory and then converts that directory into the image.
With all of previously mentioned obstacles I’d suggest to implement useradd functionality without using dbus. It's because of the gumd's architecture: there's a client and a daemon. The client communicates with the daemon using DBUS (the actual user creation is performed by the daemon). Mic image creation is done in a chroot, and only bash commands will work there. There's no DBUS daemon available then, hence the problem. All this still has to be confirmed.
