If yes, we don't think it make much sense after consulting ConnMan
upstream, below is the confusion from Patrik, who is upstream ConnMan
maintainer:

convoluted use case. If userB does not know the passphrase, he's not supposed to
use the service anyway. If userB knows the passphrase and therefore is supposed to know
the passphrase and is allowed to use the service as a result, there's no point in
asking it as it was already provided by userA. So an existing service is either
allowed for userB or then not; re-asking the passphrase is not a meaningful task in this
context."
