I suppose you want to test whether the SMACK rules really work as intended, right? I had a look at the Tizen IVI 3.0-M3 October snapshot. In that release, apps like the Lemolo dialer (native code) and Modello UI (web apps) still run with the "User" SMACK label. ambd is running as AMB, but I think that's a leftover from the old SMACK model. So no, there's apparently no application running with reduced access rights at the moment.
