It's most likely the other components that are not doing what they should, i.e. 
query/use ConnMan instead of relying purely on environment variables.

I wouldn't expect ConnMan to set these variables (similar to the fact that 
ConnMan does not populate the /etc/resolv.conf file with nameserver info), 
instead the various components in the stack should be able to use ConnMan 
directly. Env variables are kind of a secondary mechanism (that is very much 
used still).
