Here is my answer regarding your questions.
1. geolocation is still http://tizen.org/privilege/location

2. web notifications is unclear.  They could be alarms, but that
doesn't quite seem right.
[Bumjin] Alarm is different from notification. Alarm privilege in Tizen 2.x is 
to allow send an event to an app in a certain time. But notification is to 
notify event to the user, such as new email and so on.

Do web notifications still need to request a privilege in Tizen 3?
[Bumjin] I believe we will need it.

3. getusermedia is unclear.  I believe this is now regulated by
http://tizen.org/privilege/camera and
http://tizen.org/privilege/recorder
[Bumjin] There is a 2.x privilege "http://tizen.org/privilege/mediacapture"; 
which is a combination of camera and recorder privilege.

The associated W3C spec is http://www.w3.org/TR/mediacapture-streams/

4. fullscreen no longer seems to have a privilege associated, but it
could be part of http://tizen.org/privilege/display

Is display the correct privilege, or is there no longer a privilege
necessary for full screen?
[Bumjin] Nope. display is to control screen's brightness and dimming status. 
Fullscreen is to allow full screen mode.
As far as I know, W3C requires user consent to go to full screen mode, but 
sometimes we should omit the user consent. So, fullscreen privilege is 
representing the user consent that, an app with this privilege will not have 
user consent when the app goes to full screen mode.

5. storage use api is unclear. It could be
http://tizen.org/privilege/externalstorage ,
[Bumjin] This is to allow access to SDCard and USBMemory.  Tizen 2.X WRT 
doesn't have this kind of privilege.
http://tizen.org/privilege/externalstorage.appdata and
[Bumjin] This is for a special case. If an app has this privilege, the app is 
allowed to store its private data into SDCard. Tizen 2.X WRT doesn't support 
this.
http://tizen.org/privilege/mediastorage
[Bumjin] This is to allow access to internal USB memory in the device. Tizen 
2.X WRT doesn't have this kind of privilege.

The tizen 3 privilege list (usually the information I'm asked for) is the most 
recent one here: https://wiki.tizen.org/wiki/Security:Tizen_3.0_Core_Privileges


I can put up the Crosswalk information under Security:Crosswalk somewhere, 
though.  I'd just intended to wait until I had a preliminary decision on which 
privileges we'll be using in Tizen 3.
