just to add on Raphal response, you will also need to create test App
that will declare privileges that do not require user confirmation at
run time but rather declare a permanent need to own the required
privilege required by your test case implementation.

There is a misunderstanding about that.
Cynara will support triggering pop-ups to users during permission checks, when
it's policy is set to ask for permission when it is actually accessed.But there
are no plans to support pop-ups at installation time. Cynara and its plugins
wouldn't be the proper place for that anyway.
On an application installation UI there probably should be some informationfor
the user about applicationpermissions. But it'snot a job for cynara nor
security-manager.
