No there is only one bluetooth process run as a service for all user.

There it was said that the process needs to connect to the D-Bus user
session. I wonder how that will work when there is only one process and
multiple users.

no the issue described in that bug is linked but different.
In fact it is the source of the issue as once we correct that bug we are
facing the issue of transferring ownership of a file.
