Of course, the same way you need to install and configure stuffs to use GBS, you need to do a few stuffs before building something ;) Things are explained in the wiki: https://wiki.tizen.org/wiki/Build_Tizen_with_Yocto_Project

Also note that the development workflow is still being worked on so it is not available yet (but it doesn't prevent you from building a single package or whole image).
