Thank you for your help.  I have found the problem  It seems that you can
easily miss the check if you reword your license header.  The one I had
didn't get found.  This is the one used.

 * This program is licensed under the terms and conditions of the
 * Apache License, version 2.0.  The full text of the Apache License is at
 * http://www.apache.org/licenses/LICENSE-2.0

This is the one that works.

 * Licensed under the Apache License, Version 2.0 (the "License");
 * you may not use this file except in compliance with the License.
 * You may obtain a copy of the License at
 *
 *     http://www.apache.org/licenses/LICENSE-2.0
 *
 * Unless required by applicable law or agreed to in writing, software
 * distributed under the License is distributed on an "AS IS" BASIS,
 * WITHOUT WARRANTIES OR CONDITIONS OF ANY KIND, either express or implied.
 * See the License for the specific language governing permissions and
 * limitations under the License.
